在 23年5月-8月间多次进行虐猫直播。Telegram虐猫直播大部分出自他,少部分出自之前被曝光的李志扬。虐猫手段残忍,包括电烙、活烤、活煮等, 陈习林一段长达 6 分 41 秒的虐猫视频里, 他把一只幼猫的手脚捆住,用烧红的电烙铁不停地烫向小猫,小猫凄惨的叫声从头到尾都没有断过。并在他的电烙虐猫视频中亲手写下“习近平下台”的标语。

陈与另一虐猫反华人士于茜,是合作对象并且曾经网恋奔现。陈习林和于茜两人不但残忍,还喜欢挑衅反虐人士,从开盒,敲诈,到污蔑,无恶不作。更借虐猫视频和网站传播反动思想,其心可诛。

中国虐猫群体和杰克辣条虐猫网站已经在国际上造成了严重不良影响,网站投资者和运营者意图借传播网站毁坏中国国际形象,荼毒中国青少年,同时宣传反华思想。在中国社交媒体上对网站进行宣传的大部分都是未成年人,反华势力正在借虐猫网站对中国未成年人进行思想渗透!

收取境外组织的资金运营虐猫网站,网站上有近三百条残忍虐猫视频。不仅宣传血腥暴力,更在网站视频中宣传反动内容。曾在他的推特,抖音和 B 站账号上发布大量擦边反动内容,现在已经被他删除。被警察谈话过,但是不知悔改。掌握着网站后台数据,包括网站投资者和其他网站运营者的信息。他手中至少有两部手机和两台电脑。他搭建网站的支出也是通过比特币支付,手机中有虚拟币交易 App,并且他支付宝/微信/银行卡流水一定也存在着他使用虚拟币的痕迹。请严查！

I report cat abuser and anti-China individual Chen Xilin, (ID 513902**0206261638), who is currently residing in Zhejiang Province, likely in Jiaxing City. Originally from Chengdu Sichuan, grew up in Jiaxing, Zhejiang.

Chen livestreamed torturing cats on Telegram groups between May and August 2023. Most of the lives were operated by Chen, partly by another teen cat abuser Li Zhiyang exposed previously.  In a video where the note of "Xi Jinping Steo Down" written, he ties up a cat's limbs, hot irons the poor kitten. Wretched screams never stop from start to finish.

Chen used to have an online relationship with Yu Xi, another anti-China individual who also abuses cats. They co-administer cat abuse websites and relavant Telegram groups. The abuse websites were likely funded by oversea anti-China organizations, the site features nearly 300 videos depicting brutal cat abuse. Anti-government, anti-China content is found in some of the cat torture videos. Besides, they extort, dox, and defame anti-cruelty volunteers.

The cat abuse syndicate in China and the Jack Latiao cat abuse websites have already caused serious negative impacts internationally. The intentions of the website funders and operators seem to exploit the platform to tarnish China's international image, harm Chinese youth, and promote anti-China ideologies. Most of the promotion of the website on Chinese social media comes from underage individuals, indicating that anti-China forces are using cat abuse websites for ideological infiltration among Chinese minors.

Chen has posted a large amount of anti-government, anti-China content on his Twitter, Douyin (TikTok), and Bilibili accounts, which he has now deleted. He has caught the attention of and been interviewed by the police but shows no signs of remorse.

Chen transacts Bitcoin for expenditures related to website development and maintenance. He has at least two backup phone and two computers. There is likely evidence of transaction history involving virtual currency in his Alipay, WeChat, and bank transaction records. Please conduct a thorough investigation!

I am writing respectfully regarding contents of extremely cruelty, shaking the world and China’s reputation! In recent days, individuals such as Lei Li, Huo Bo, Chen Xilin, Wang Zhenhua, Wang Chaoyi, Li Yizhuo, Liu Yi and others have been suspected of severe animal abuse, engaging in shocking and socially disruptive behaviors such as killing cats with blenders, live dissecting mother cats and feeding them their own kittens, and holding “Hundred Cats Slaughter” competitions. They also utilize international social media platforms like Telegram, Twitter, and TikTok to spread shocking cat abuse content, affecting the mindset of young people globally. More worryingly, they are suspected of money laundering, organizing anti-party and anti-government activities, and illegally fundraising overseas. The chat messages about cat torture in their Telegram groups are circulating all over the internet, hurting China’s reputation.

I am fully aware that this issue has transcended being merely an internal matter for China; it is disseminating fear and harmful information globally, affecting young people worldwide. Therefore, I earnestly request your country to enhance legislation, severely punish such behaviors to protect the rights of innocent animals and uphold social justice and harmony.
