To The Cyberspace Administration of China, the Hubei Government, and Wuhan Government:

My name is (X), and I live in (X). I am writing respectfully regarding contents of extremely cruelty, shaking the world and China’s reputation! These are videos of Chinese citizens brutally torturing cats in a transnational criminal organization, among them is Lei Li (DoB 23 June 1987, originally from Qingdao), living in Wuhan. 

In recent days (November - December 2023), Lei Li has been active on cat abuse Telegram group, announcing that he will live stream torture cats. Lei Li's father, LEI Yuantong (DoB 28 January 1956), formerly the Secretary of Party General Branch of Qingdao Science Technology Information Institute, and a member of the Communist Party of China, under the username "雷厉父亲-雷远同" (“Lei Li's Father - Lei Yuantong”) on Sina Weibo, in a situation where there is conclusive evidence in the form of videos, audios, and screenshots showing Lei Li cruelly killing cats, loudly declares that "animal cruelty is not illegal in China", covers up his son's crimes. 

According to news on December 12, the Secretary of the Cyberspace Administration of China The bureau issued a notice on launching a special action to "clear up and rectify the problem of bad short video information content guidance". Animal cruelty videos are within the scope of this rectification and are included in "short videos showing inappropriate behavior" and "showing high-risk behavior". The notice clearly identifies animal cruelty as display of high-risk behavior.

However, Lei Li not only failed to restrain his illegal behavior but also mocked the police and provoked the public. Psychopath such as him is a great threat to the society. He seemed to be confident that police will not be able to find him, what makes him think so? Please stop him before he damages the image of Wuhan and China further!

Furthermore, the cat torture network in China utilize international social media  platforms like Telegram, Twitter, and TikTok to spread shocking cat abuse content, affecting the mindset of young people globally. More worryingly, they are suspected of money laundering, organizing anti-party and anti-government activities, and illegally fundraising overseas. They are circulating all over the internet, hurting China’s reputation.

I am fully aware that this issue brought by LEI Li and his cat torture net work has transcended being merely an internal matter for Wuhan or China; it is disseminating fear and harmful information globally, affecting young people worldwide. Therefore, I earnestly request your government and Wuhan local police to investigate Lei Li, severely punish such behaviors to protect the rights of innocent animals and uphold social justice and harmony.

我举报雷厉持续残酷虐待猫以挑衅中国警察的不作为，嘲笑中国没有反虐待动物法，并且在网上发布违法血腥内容，影响青少年健康。这给中国带来严重声誉受损。

近日（2023年11月-12月），雷厉活跃在虐猫Telegram群上，宣布将直播虐猫。 雷厉父亲雷远同（生日 1956年1月28日），原青岛科学技术信息学院党总支书记，中共党员，新浪微博上的网名“雷厉父亲-雷远同” ，在有视频、音频、截图等确凿证据显示雷厉残忍杀害猫的情况下，大声宣称“在中国虐待动物不犯法”，掩盖他儿子的罪行。 

据12月12日消息，中国国家互联网信息办公室局长发布关于开展“清理整顿不良短视频信息内容引导问题”专项行动的通知。 虐待动物视频属于本次整治范围，纳入“表现不当行为的短视频”和“表现高危行为”。 该通知明确将虐待动物视为高风险行为。

然而，雷厉不但没有约束自己的违法行为，反而越加挑衅大众。像他这样的精神病患者对社会是一个巨大的威胁。他似乎认为警察没有能力找到他，为什么他会这么想呢？ 请制止他，以免他进一步损害武汉和中国的形象！

此外，虐猫团伙利用Telegram、Twitter、TikTok等国际社交平台，传播震惊人心的虐猫视频，影响了全球范围内的青少年心态。更加令人忧虑的是，这些人还涉嫌洗钱、组织反党反政府活动、以及非法在海外集资。附件中的聊天信息就是充足的证据；这些信息正广泛流传于互联网，损害了中国的声誉。

我深知，雷厉和他的虐猫网络带来的这个问题已经不仅仅是武汉或中国的内部问题，而是一个问题。 它正在全球传播恐惧和有害信息，影响到全世界的年轻人。 因此，我恳请贵国政府和武汉当地警方对雷厉进行调查，严惩此类行为，保护无辜动物的权利，维护社会正义与和谐。
