Dear Chinese Embassies,

I am writing respectfully regarding contents of extremely cruelty, shaking the world and China’s reputation! In recent days, individuals such as Lei Li, Huo Bo, Chen Xilin, Wang Zhenhua, Wang Chaoyi, Li Yizhuo, Liu Yi and others have been suspected of severe animal abuse, engaging in shocking and socially disruptive behaviors such as killing cats with blenders, live dissecting mother cats and feeding them their own kittens, and holding “Hundred Cats Slaughter” competitions. They also utilize international social media platforms like Telegram, Twitter, and TikTok to spread shocking cat abuse content, affecting the mindset of young people globally. More worryingly, they are suspected of money laundering, organizing anti-party and anti-government activities, and illegally fundraising overseas. The chat messages about cat torture in their Telegram groups are circulating all over the internet, hurting China’s reputation.

I am fully aware that this issue has transcended being merely an internal matter for China; it is disseminating fear and harmful information globally, affecting young people worldwide. Therefore, I earnestly request your country to enhance legislation, severely punish such behaviors to protect the rights of innocent animals and uphold social justice and harmony.

WANG Chaoyi, goes by the Telegram name "Cat Addiction Therapist", is the instigator of cat abuse in a blender. He used strong alkali, strong acid, machetes, explosives, fire, blenders, vivisection and other perverted means to kill "nearly a thousand cats". He filmed hundreds of videos of the torture and killing, and sold them at home and abroad for profit. 

In one of Wang's video, he tied up the pregnant cat, cut open the belly of the cat and dig out the kittens. Wang gauged kittens' eyes, beheaded their heads and limbs. Wang caesareaned and doused with sulfuric acid on the poor kittens. This is not the end. Wang then forced the mother cat to eat her kitten's corpse. He teared the mother cat’s head in half and pour sulfuric acid into it. Wang dismembered the mother cat at the end.

In another video, Wang Chaoyi and his accomplices imitating the Nazi Japanese army’s method of piling human heads into a “Jingguan” (a method of disposing of the bodies of the defeated in war). They killed 16 cats by slashing, burning. Afterwards, they chopped off the cat’s heads one by one. Lastlt, they are piled up into a hill, which they called it "Cat Jingguan".

Wang Chaoyi is one of the most notorious cat abusers identified. He was one of the admins of their Telegram cat torture groups. He organized and filmed bloody and violent videos for illegal profit. He stole other people's pets, affecting social order. He was suspected of producing dangerous chemicals and endangering public safety!

Wang Chaoyi was found to have produced around 300 videos. His videos have been circulating on internet without restrictions. For example, a terror group in Turkey named 'C31K' was found to promote terrorism by distributing Wang's video where a kitten was cut in half alive.

On August 29, 2023, Nanning Xincheng Branch stated that his cat abuse case had been accepted by the public security organs. On September 2, he issued a "letter of repentance". On September 3, Wang's employer terminated his contract.

Wang Chaoyi was detained for 15 days because of public outrage. Given the lack of anti-cruelty legislation in China, this outcome was considered relatively positive. We express our sincere appreciation to all those involved, including volunteers from both within and outside of China, as well as the Guangxi police, for their diligent efforts in prosecuting Wang Chaoyi and promoting social justice and unity.
