Residents of Qinqinjiayuan in Hangzhou have reported multiple incidents of cats being shot with 20cm heavy metal arrows, designed to cause severe tissue damage and pain. Wang Tianyuan was identified to be the responsible person who targeted stray cats to retaliate against citizens who feed them, following a conflict with one of the cat owners. He had previously threatened to poison the cats.
Wang Tianyuan was arrested as a suspect of the shootings on the 15th of August and has subsequently been released due to inadequate legal frameworks for covering animal abuse.
Wang’s father, Wang Zhongkang, reportedly to be the Vice General Manager of the state owned Marine Equipment Company of the 715th Institute of China State Shipbuilding Corporation, excused his son's cruel acts as "culling stray cats". Netizens raised questions: Wang Zhongkang’s regular salary is insufficient to cover his son’s international school tuition, as well as expenses for dining, entertainment, and other activities in Toronto.

August 13th. Fubao, a kitten, was shot with arrow and killed by a man with a crossbow.
August 14th, a cat was found with two arrows in its body not far from where the cat Fubao was found.On the same day, residents found a cat in the community whose tail was injured by an arrow. And another one was found dead.
August 15th, residents of the community found another cat that had been shot dead by an arrow.
