Dear Chinese Embassies,

I am writing respectfully regarding contents of extremely cruelty, shaking the world and China’s reputation! In recent days, individuals such as Lei Li, Huo Bo, Chen Xilin, Wang Zhenhua, Wang Chaoyi, Li Yizhuo, Liu Yi and others have been suspected of severe animal abuse, engaging in shocking and socially disruptive behaviors such as killing cats with blenders, live dissecting mother cats and feeding them their own kittens, and holding “Hundred Cats Slaughter” competitions. They also utilize international social media platforms like Telegram, Twitter, and TikTok to spread shocking cat abuse content, affecting the mindset of young people globally. More worryingly, they are suspected of money laundering, organizing anti-party and anti-government activities, and illegally fundraising overseas. The chat messages about cat torture in their Telegram groups are circulating all over the internet, hurting China’s reputation.

I am fully aware that this issue has transcended being merely an internal matter for China; it is disseminating fear and harmful information globally, affecting young people worldwide. Therefore, I earnestly request your country to enhance legislation, severely punish such behaviors to protect the rights of innocent animals and uphold social justice and harmony.

我谨此致信关于极其残忍，震动世界，影响中国声誉的极端残忍内容！近日来，雷厉、霍博、陈习林、王振华、王朝溢、李一卓、刘一等人涉嫌严重虐待动物，采取了如搅拌机杀猫、活体解剖母猫并喂母猫吃自己孩子、举行“百猫斩”比赛等挑战公序良俗的行为。他们还利用Telegram、Twitter、TikTok等国际社交平台，传播震惊人心的虐猫视频，影响了全球范围内的青少年心态。更加令人忧虑的是，这些人还涉嫌洗钱、组织反党反政府活动、以及非法在海外集资。他们的Telegram群组中有关虐猫的聊天信息在网络上流传，正广泛流传于互联网，损害了中国的声誉。

我深知此事已不仅仅是中国的内部问题，它正在全球范围内传播恐惧与有害信息，影响着世界各地的青少年。因此，我恳请中国加强立法，严惩此类行为，以保护无辜动物的生命权利，维护社会的公正与和谐。

Torture Incidents

A key member of the JackLatiao cat torture ring is identified. A 2019 graduate from Southeast University majoring in Civil Engineering, Xu Ruixiang is active in cat cruelty groups on Telegram (commonly known as "Blood Flesh Artist Kiri" or "Kiri Limb Artist"). Xu Ruixiang has repeatedly created cat cruelty channels on Telegram, not only brutally torturing and killing animals but also live-streaming the acts and sharing videos on international platforms. Xu Ruixiang refers to his gruesome and violent animal cruelty as "art," encouraging others, especially minors, to engage in self-harm and animal torture. A classmate of Xu Ruixiang revealed that he had a history of animal cruelty since his freshman year, where he tortured a fellow student's pet cow cat. Based on the content posted on Xu Ruixiang's Telegram account, he is involved in cruelty not only towards cats but also rabbits, hamsters, and more. He broadcasts the acts live, records videos for dissemination, and even sells them. Xu Ruixiang once admitted to slaughtering three stray cats and serving their meat to others. He tries to portray such morally reprehensible actions as "accumulating virtue and doing good deeds.

As of Feb 26, Xu Ruixiang is pre-accepted to Nanjing University for a Master of Physics degree. His father is a CCP member. In July 2023, activists reported him to the local police. They went to his house for a conversation, but no action was taken.

Xu has failed the re-examination for the admission of the Master of Physics in Nanjing University! 

From the exam result published by Nanjing University, his overall result is higher than the other student's; however, he was not admitted while the other was. 

Although Nanjing University did not specify why Xu failed, netizens believe it may be due to Nanjing University taking notice of Xu’s cat torture incidents. And Xu may have failed the "ideological and moral assessment". 

It is not known yet which university Xu will transfer to, we will continue monitoring him.

Xu has passed the preliminary examination and entered the re-examination stage, which is scheduled on March 28, at the Gulou Campus of Nanjing University!

Xu Ruixiang beheaded a cat and put it in a jar, tortured a cow cat, and electrocuted cats. He is only receiving verbal warnings from the local officials!!!

The absence of a conviction means that Xu Ruixiang might be accepted to Nanjing University and could continue abusing cats. Hundreds of abusers like him roam freely in China, torturing countless cats, and the content they produce is saturating the internet. Please continue to report Xu Ruixiang to his universities (Southeast University and Nanjing University), and raise your voice against the unprecedented horror happening to cats in China.
