Feline Guardians Belgium meet the Chinese Embassy in Brussels

A delegation from Feline Guardians Belgium visited the Chinese embassy in Brussels to discuss potential collaboration on stopping cat torture online and on the ground worldwide. The embassy staff was welcoming and engaged positively with the delegation. The meeting was hosted by the Counsellor for Cultural Affairs, who treated the delegation with the utmost respect.
The delegation presented the Counsellor with a comprehensive file, which included:
An overview of Feline Guardians’ activities in Belgium and globally;
Evidence of cat torture rings and their operations;
Statements of support from Chinese officials and celebrities;
International reactions and petitions, including media coverage and public statements;
A detailed report on the phenomenon, its implications, and associated risks;
Notable cases that highlight the severity of the issue;
Positive examples of Chinese authorities and citizens taking action against animal abuse.
The conversation began with a discussion on the need for protective animal welfare laws in China, including strict penalties for offenders. The Counsellor said that Chinese people and Chinese culture are strongly against animal torture anywhere in the world. Offenders shall be held accountable under existing Chinese laws and resolutions.
The discussion then shifted to the social impact of cat torture rings, particularly their effects on children, vulnerable groups, and both Chinese and international volunteers. The delegation emphasized the hostile behavior of perpetrators, which includes harassment, blackmail, and threats against activists.
Additionally, the delegation outlined the motivations of the abusers, including financial incentives and psychological factors such as sadistic tendencies–which pose a threat to humans as well.
The delegation proposed launching animal welfare awareness campaigns in China. The Counsellor acknowledged that such initiatives already exist but agreed that expanding educational efforts would be beneficial.
The Counsellor also reaffirmed the Chinese people’s love for animals, which the delegation acknowledged, citing numerous positive examples. While the delegation recognized that Chinese authorities do take action in some cases, they stressed the need for stronger legal repercussions for animal cruelty.
The delegation also highlighted how the circulation of graphic images and videos of abuse damages international reputation of any country and online platforms that may be implicated, a point that the Counsellor acknowledged.
The importance of content moderation on online platforms was briefly discussed.
The embassy delegation expressed its desire for constructive and transparent collaboration with Feline Guardians Belgium. In response, Feline Guardians Belgium reaffirmed its commitment to working together towards meaningful progress.
The Counsellor assured the delegation that the materials provided would be reviewed, and that efforts would be made to encourage international cooperation to address the spread of harmful content.
As we continue to encourage the adoption of animal protection laws in China, we remain hopeful for continued collaboration with the Chinese embassy.
